Project Brief
The Health and Family Welfare Department of the Government of Tamil Nadu is implementing Tamil Nadu Urban Health Care Project in the health sector with the funding support from Japan International Cooperation Agency (JICA).
Project Objectives
The objectives of the Project are to improve the quality of health services in urban health institutions thereby improving the health of people in Tamil Nadu through
- (i) strengthening the capacity of the key hospitals with up-gradation of the facility and equipment
- (ii) strengthening the capacity of human resources with the focus on Non Communicable Diseases.

Project Management
Health and Family Welfare Department assumes the overall responsibility for the implementation of the ‘Tamil Nadu Urban Health Care Project (TNUHP)’. HFWD has established a Project Management Unit (PMU) for the Project which is being operated under society mode created separately for this project and named as ‘Tamil Nadu Urban Health Care Society (TNUHS)’. The PMU of the Project is the implementing body fully responsible for the project implementation. PMU is headed by the Project Director and supported by a support team consisting of Officers-in-charge for various sections including Administration, Procurement, Finance, Monitoring & Evaluation. There is a State Empowered Committee headed by the Chief Secretary to sanction and review the progress of the schemes of the project. There is a Project Steering Committee headed by the Health Secretary to review and monitor the progress of the activities of the project.
Activities carried out till now Breif Notes
- 1.Administrative sanction for implementation of the Project was obtained on 08.09.2016.
- 2.The Project Management Unit has been established on 01.06.2017.
- 3.The State Empowered Committee has been constituted and one meeting conducted.
- 4.The Project Steering Committee has been constituted and 3 meetings have been conducted
- 5.The Tamil Nadu Urban Health Care Society has been established on 24.07.2017 and is functioning
- 6.The Project was formally inaugurated by the Hon’ble Chief Minister on 28.07.2017
- 7. The Consultant Firm -Mukesh & Associates + Nippon Koei India Pvt.Ltd. (a 100% subsidiary of Nippon Koei Co., Ltd., Japan) + EHI International Pvt. Ltd. Consortium - Consultant Firm (F&E) has been selected by following JICA procurement procedure to assist the Project Management Unit by providing hospital design and drawings for the hospital buildings to be constructed and for construction supervision. As regard equipment, the Consultant is to prepare the list of equipment for the project hospital. Workout technical specification, assist TNMSC in procurement of equipment and oversee the installation of equipment in the hospitals.
- 8. Component 1.1-Administrative and Financial sanction of Rs.368.20 crores for Upgradation of 3 Tertiary care Hospitals has been obtained in GO (Ms) No: 576 Health and Family Welfare (EAP II –1) Department dated 30.12.2019. Contract agreement signed for the 3 Tertiary care Hospitals. The construction of the buildings commenced from March 2021.
- 9. component 1.2 -The equipment list for 3 Tertiary Hospitals has been worked out. Sent to JICA for approval , Government orders will be obtained after obtaining JICA approval. Equipment will be procured through Tamil Nadu Medical Service Corporation after obtaining Government Orders.
- 10. Component 2- The equipment to 14 project hospitals hospitals Administrative and Financial sanction of Rs. 201.07 crores for provision of Hi-tech equipment obtained in GO (Ms) No: 483 Health and Family Welfare (EAP II – 1) Department dated 22.10.2019.Procurement and supply of equipment for the hospitals is nearing completion.
- 11. Component -3.1 -Administrative and Financial sanction of Rs.109.50 crores obtained in GO (Ms) No: 80 Health and Family Welfare (EAP II – 1) Department, dt: 05.03.2020. contract agreement for constructions multi – storey building signed on 19.04.2021 and Construction work is in progress.
- 12. Component 3.2- Equipment for four secondary care hospitals ,list is worked out. Sent to JICA for approval , Government orders will be obtained after obtaining JICA approval.
- 13. Component 4- Training -G.O. (Ms) No. 305- Health and Family Welfare(EAP II-1) Department dated 30.06.2021,for Rs.8.30 crores.Training program will commence from December 2021.
- 14. Component 5-Equipment to Institute of Public Health at Poonamallee and Health and Family Welfare Training Centre at Madurai at a cost of Rs 2,98,33,974/- .G.O. (Ms) No. 110 - Health and Family Welfare(EAP II-1) Department dated 26.02.2021 obtained for Strengthening Training Institutes. Funds transferred to TNMSC for procurement.
